In this circa1915 photo, the person believed to be Assistant Keeper Pedro Beloso, standing outside the watch room at the New Cape Henry Lighthouse. Notice in the background the fledging community at Cape Henry. You can see the Hygeia Hotel. What you don’t see are any Army barracks. Fort Story was not built until 1916.
