Sumner I. Kimball was the only man to serve as the General Superintendent of the United States Life-Saving Service, which was considered a sister organization to the United States Lighthouse Service. He and O’Connor made the perfect management team. In 1915 the United States Life Saving Service and the United States Revenue Cutter Service were merged to create the United States Coast Guard.
