In 1903 the Cleveland West Breakwater Lighthouse was raised 20 feet on a timber structure. The top of the structure was brought to the site from Rochester, NY. In one foggy season, an amazing 42 tons of coal were used to operate the fog signal. We wonder what OSHA officials would say today about the five workmen showing off for a photo while standing on the narrow ledge high above the ground? Back to the edition of: May 2009
