Civil War veteran Stephen D. Ballou (May 8, 1845-July 6, 1911), was 1nd assistant lighthouse keeper at the Point San Luis Lighthouse from 1890 to 1894 when he was elected to become the county sheriff. He was replaced at the lighthouse by Antonio Souza, who was promoted from 2nd assistant to 1st assistant lighthouse keeper. Stephen D. Ballou law enforcement years were noteworthy and he was known for hunting down criminals. In 1896 he captured noted cattle rustler Antonio Luga. Also, in 1896 he tracked down bank robber Ed Gross, who was wanted for an 1892 bank robbery; tracking the man all the way to Lordsbury, New Mexico.
