Ever since 2003 when the dedicated volunteers of the nonprofit Delaware River and Bay Lighthouse Foundation (DRBLF) made history when they opened the Harbor of Refuge Lighthouse to the public for the first time ever, they had big plans for the historic lighthouse. They had previously built a new dock at the lighthouse and worked on restoring the interior. Their efforts reached a new high the following year when, under the National Historic Lighthouse Preservation Act, they were awarded ownership of the lighthouse. However, they never could have imagined what would happen a short nine years later.
